NHSDLC 2025联赛新规发布！

NHSDLC自办赛以来始终在积极推广演讲和辩论这项思辨活动，致力于提升中国青少年的综合思维素养，并不断优化联赛规则。多年来，各位选手、裁判在赛事中积极配合给予了我们莫大的支持，这也激励着NHSDLC始终不懈向着更高的标准努力，在此我们衷心地感谢各位一路以来的陪伴与支持。

2024年，NHSDLC得到了许多突破与成长，同时也观察到了在赛事中出现的新问题，其中“AI是否应该在比赛中被使用”这一问题尤为突出，借此发布2025年联赛新规的契机，我们想认真地与大家聊一聊这一现象以及我们的看法：

随着新技术的出现并融入学术界，新的机遇和问题也随之而来。大多数辩论界人士都熟悉与AI相关的问题，尤其是与辩论本身相关的问题。虽然有些人认为AI能够以积极的方式帮助辩论者，但NHSDLC认为，使用生成式AI来撰写演讲稿是一种不值得鼓励的应用方法，如果裁判和学生从AI网站上复制一切，那么这就背离了演讲辩论思辨的初衷。

并且，当学生能够从生成式AI中轻松获得所有观点，只需复制粘贴已编写完成的文本时，他们在此过程中所能学到的东西就更少了。在NHSDLC看来，用正确的方法做事与辩论的竞赛结果同样重要，甚至更重要。如果人们只能通过AI取得成功，那么他们就不应该获得评判或赢得辩论赛的机会。

经过组委会慎重的探讨，我们针对赛中使用AI这一问题拟定了如下举措：

2024 年春季，NHSDLC 在比赛中遇到了一些与人工智能相关的问题。其中首要的问题是，一些队伍被指控在辩论中使用了AI，尤其是在青少年世界学校辩论（Junior WSD）比赛中。由于每支队伍的时间有限，即兴动议的准备工作有一定的难度。许多队伍可能会使用AI来帮助撰写演讲稿。因此，从即将到来的2025年冬季赛开始，NHSDLC将禁止所有演讲和辩论项目的参赛者使用AI，尤其是在Junior WSD比赛中。

In the spring 2024 semester, the NHSDLCencountered a few AI related issues at tournaments. The first and most significant involved a number of teams being accused of AI use during debates, particularly in the Junior World School Debate division. Preparation for impromptu motions can be difficult because of the limited time given to each team. Many teams likely resorted to the use of AI to help write their speeches. Consequently, starting from the upcoming Winter 2025 tournaments, NHSDLC will ban AI use among participants in all speech and debate events, especially in the Junior World School Debate division.

使用AI的定义是Quillbot查重率≥75%。NHSDLC 将收集学生的演讲稿并输入Quillbot，若查重率≥75%，NHSDLC将判定其使用了AI。该学生将被自动淘汰并被取消比赛资格。NHSDLC保留禁止被发现使用AI的学生报名参加该赛季其他比赛的权利。

The use of artificial intelligence is defined as a score of 75% or more by Quillbot. The NHSDLC will create a text copy of a student’s speech and enter it on Quillbot. If the score is 75% or greater, then the NHSDLCwill declare the use of AI. Students will automatically lose the debate and be suspended from the tournament. The NHSDLCreserves the right to prevent students found to use AI from registering for additional tournaments that semester.

同时，使用AI的不仅限于学生辩手，还有个别裁判。NHSDLC已对涉嫌使用AI的裁判采取了迅速而积极的措施，并计划在未来做出进一步改革，以增加裁判使用AI的难度。从2025年春季开始，NHSDLC将更多地使用纸质选票和线上Tabroom系统。

Meanwhile, the use of AI was not limited to student debaters but also a few judges. The NHSDLCtook swift and aggressive measures against those suspected judges and plan to make further changes that make AI use by judges more difficult. Starting from the spring 2025 semester, NHSDLC will apply more paper ballot use together with the online tabroom system.

变动1

准备即兴动议和已备动议时不再允许使用互联网。取而代之的是，允许参赛队伍使用一本字典和一本参考书。参考书的定义是记载事实的书籍，包括但不限于百科全书、年鉴等。例如，美国WSD国家队的教练多年来一直建议他们的队伍使用由CIA出版的《世界概况》进行即兴动议准备。这一变革将使NHSDLC与国际主流WSD赛事规范接轨。同时，联赛还将对动议进行其他调整以弥补准备规则的改变，其中就包括降低即兴动议的难度。

Internet use will no longer be allowed for impromptu and prepared motion preparation. Instead, teams will be allowed one dictionary and one reference book. Reference books are defined as books of facts and include encyclopedias, almanacs, etc. As an example, for years the coaches of the US WSD national team recommended their teams use the CIA fact book for impromptu motion preparation. This rule change brings the NHSDLCin line with most norms for WSD preparation around the world. The NHSDLCwill make other adjustments to motions to compensate for the change to preparation rules, including making impromptu motions easier.

在常规赛的预选赛中，Junior WSD的所有比赛都将设置2轮已备动议和2轮即兴动议。所有淘汰赛的动议均为即兴动议。

For preliminary rounds, all JWSD tournaments will now have two prepared motions and two impromptu motions. All elimination round motions will be impromptu.

注：禁用AI规则将于2025年冬季赛立即生效，而赛中禁用互联网和动议准备规则的变更将于2025年春季赛开始生效。

Note: While AI ban will take into effect immediate in Winter 2025, the internet ban and prepared motion change will start in Spring 2025

2025春季演讲赛事将引入一个新项目--经典演说。经典演说是由他人撰写但由学生表演的演讲形式。最长时间限制为3分30秒，没有最短时间要求。学生无需背诵演讲稿，表演时可携带演讲稿副本。

A new event will be introduced, declamation. Declamation is a speech written by someone else but performed by the student. The maximum time limit is 3 minutes and 30 seconds, with no minimum time required.Students do not need to memorize their speech; they are allowed to bring a copy of it with them when they perform.

2025，期待有更多的裁判加入我们！一直以来，NHSDLC始终鼓励更多不同背景的人士报名参与执裁工作。并且，我们还计划让老辩手们更多地参与到整个辩论社区中来。因此，联赛拟将允许符合条件的11-12年级的高中生担任公共论坛式辩论（Public Forum Debate）新手组比赛和青少年世界学校辩论（Junior World School Debate）比赛的裁判。但是，如果高中生担任了NHSDLC比赛的裁判，他们将不再有资格参加该赛季的比赛。更详细的申请程序将于之后公布。

More judges wanted! NHSDLC always encourage more people with different background signing up for judging events. We also plan to make veteran debaters become more involved in the debate community overall. Thus, NHSDLC plan to allow qualified high school students in grades 11 and 12 to judge novice public forum debate and Junior World Schools Debate. However, if a high school student judges an NHSDLCtournament they will no longer be eligible to compete in NHSDLCtournaments that semester. More detailed application process will be published later.
