再考虑自己支付医疗和教育费用有哪些好处?自己支付可以减轻政府的财政压力,但坏处就是贫穷的人可能得不到较好的治疗和教育。这点也不难想到。
考虑到这两个方面后,我觉得可以提出这样的观点:医疗和教育费用是否免费应该根据不同人群的收入状况。对于那些高收入人群来说,他们应该自己支付;但对于那些低收入家庭而言,政府应该最大限度地负责。这样社会才会更公平,更和谐。这样的结论体现的是一种批判性思维:并不一刀切地认为该还是不该,而是讨论不同条件下的不同选择。

Should health care and educationbe made available free of charge for all people, or should people pay by themselves? This is a question that confronts many governments nowadays in the world.
On the one hand, many people hold the opinion that the government should be responsible for the citizens' health care and education. They argue that, if the health care and education were made free, people would not have to worry about the expensive health care and education costs. This is particularly important for those economically underprivileged. With free health care and education, they can go to hospital whenever they find there is anything wrong with their health, or receive any education they deem necessary for them without having to worry about money. This will naturally enhance their sense of well-being and the entire society will become much more harmonious.
On the other hand, there are many others who think people should pay for their own health and education. Free health care and education, in their opinion, will impose a huge amount of financial burden on the government budget, which should go to such important sectors as scientific development and environmental protection.
If people have to pay for their own health care and education, I think many problems may arise. The most serious one is that those poor people cannot enjoy satisfactory services because they are not able to afford them. Taking this factor into account, we may safely conclude that whether health care and education should be made free or not is dependent upon the people who receive them. If a man is rich enough, he should be made to pay; but if a man is not rich enough, the government should make sure that he receives his medical care and education. Only by doing so can all people, rich and poor, enjoy the same opportunities in health care and education, and thus live in a more just, peaceful, and harmonious world.
